STRATEGIC CONTEXT
Non-intrusive inspection (NII) of port flows is now a central instrument of national security, economic sovereignty and budgetary governance.
In a context marked by:
‣ increased trade volumes,
‣ the sophistication of illicit trafficking,
‣ the increased demands of international supply chains,
States must equip themselves with high-performance technological systems, integrated into national administrations, while fully preserving their sovereign prerogatives. Port scanning thus becomes a structuring tool for control, security, and the mobilization of public revenue, without replacing the sovereign prerogatives of the State.
VISION & POSITIONING
Transatlantic Global PTE LTD is a Singaporean technical and financial operator specializing in the design, financing, deployment, and operation of non-intrusive inspection (NII) systems for port operations. NII solutions are an essential international standard for:
‣ mass screening of imported, exported, and transit goods;

Transatlantic Global’s involvement is based on a concession mandate strictly defined by the State, guaranteeing:

‣ direct and permanent access for national administrations to scanning data;
‣ complete traceability of operations and decisions;
‣ the protection of sensitive and strategic data. The governance of the system is based on:
‣ direct operational integration with Customs and port authorities;
‣ procedures and workflows validated by the State;
‣ institutionalized reporting (volumes, performance, incidents);
‣ structured technical and financial audits. The State retains full control of the system and the decision-making chain.
OPERATIONAL MODEL, TECHNOLOGICAL EXCELLENCE & INSTITUTIONAL CONTROL
Transatlantic Global deploys an integrated operational chain covering the design of infrastructure adapted to local constraints, the installation of high-energy scanners for intensive flows, continuous 24/7 operation with operational redundancy, integrated preventive and corrective maintenance, as well as the secure analysis, transmission and archiving of data.
The technologies rely on equipment from internationally recognized manufacturers such as Smiths Detection and Rapiscan / AS&E. These technologies integrate high-penetration X-ray imaging, automated anomaly detection, and artificial intelligence-based decision support tools.
AI is used exclusively as an assistance tool; the final decision remains human and sovereign.
INTERNATIONAL COMPLIANCE, ECONOMIC IMPACT & IT SECURITY
The system incorporates compartmentalized IT environments, encryption of data in transit and at rest, hierarchical access controls, complete logging of operations as well as business continuity and disaster recovery plans (BCP/DRP).
The data is hosted according to procedures validated by the State, in compliance with the requirements of digital sovereignty.
The operations comply with international standards: WCO – SAFE Framework, ISPS Code, CSI / C-TPAT and US Coast Guard, European and American (CBP) requirements.
This compliance facilitates the acceptance of cargo and reduces secondary checks upon arrival. Comprehensive scanning leads to a significant reduction in fraud, a sustainable increase in public revenue, streamlined supply chains, and enhanced international credibility for the state.

Partnership Model
Transatlantic Global favours PPP/BOT (Build–Operate–Transfer) partnerships: the State defines the framework and controls the assets, the operator finances, deploys and operates, the infrastructure and skills are transferred to the State at the end of the concession.
Reference Cameroon
The Cameroonian experience illustrates the creation of sustainable public assets, entry and regular fees, institutional representation, full reversion of infrastructure and the establishment of a national training and maintenance center.
